And the games I'm referring to are stalemates against Terran.

Basically the rundown is He killed my nexus, I had no minerals left to rebuild it but I had some buildings left and I had 2 stalkers, 4 dark templars, 4 zealots and a probe. I killed all of his buildings except his command center which I got down to about 800 health, all he did to avoid my stalkers was lift off and sit his command center to a part of the map where I couldn't reach and just waited and waited.
I used my units to patrol every mineral field on the map but he wouldn't move at all, I went afk for a few hours and he was still there waiting for me to leave to get the win which I eventually did.

I've had my fair share of games against the Terran ten year olds. I've only had it come down to a situation like yours once, where I did some homework for 30 minutes then left without a "gg".

I think an easy answer to this would be for a game where no minerals are collected or spent and there's no player combat for a period of time (maybe 10 minutes?) to be declared a draw.

This for ladder games = great idea. Maybe add an extra condition of if no one spends any resources for 10 minutes as well.

I think the game's AI would know when a player is FULLY unable to recover (i.e. not build more things or has one useless building left) and auto gg for the player.
A Checkmate system!
Some people are too stupid to know when they've been beaten and don't really exercise their right to leave with dignity. SO it should be removed after a period.

Haha I said "no minerals are collected or spent," which I figured was equivalent, since you can't spend gas by itself. :)

The reason I suggested a draw is that in the case the OP posted there was no way for either player to win. It does kind of bug me that the Terran tactic described would result in forcing a draw from a losing game, but since the OP had no base left and no way to build anything, a draw's not that unreasonable.

I don't know, this seems like kind of an outlier case, and when it does happen it's because both players let it happen.

Not at all, I was just explaining why I felt that a draw is a fair result rather than making a more extensive change to the game involving new win/loss conditions.
Give terran buildings fuel, if they run out over non-landable terrain they are destroyed.
I just got done with a similar case, except he landed on an island and I was able to rebuild -- had to tech up to void rays to finish the job.

I think in any competition, a clear decision is more favorable than a draw. It is extra important when the game is for enjoyment. What the Terran did in the OP's story isn't fun, and is only competing in the sense of seeing who will give up sitting around first; that's not the point of this game.

That's true, but the OP also ended up in a state where he had no way to collect minerals and no way to build anything, as well as no way to attack the Terran. Seems like a textbook definition of a draw to me, and also quite an unlikely case.
The usual response to this Terran tactic is to do what I've done a few times and mass air -- this requires, though, that the Terran's opponent be able to collect minerals.

Technically there aren't any draws. Someone either quits, or someone gets d/c'd, but otherwise the game just keeps waiting.

Yeah I think blizz needs to add in a game mechanic to handle draws. This was not a win for either side clearly. It was a draw.

Yea I made sure to downvote all the maps with islands after I dealt with a terran who proceeded to lift his buildings up and go move them there to make sure I couldn't kill them. I didn't have any minerals to rebuild and only had roaches/zerglings.
I like the idea of giving a 'fuel' type energy to terran buildings to prevent things like that.

This isn't really what I myself was talking about. I'm talking about a game where neither player can do anything but the game persists because neither person can win or make any move to better themselves.

Right. After that stage, the game should go on a timer. 10 minutes afterwards, the game becomes a draw.

I like when you attacked his base with your DTs you kept on attacking his bunker even though he was building a turret.
I also like how you went DTs when you should of just sent zealots/stalker/colossus.

With the fuel idea... give the Terran command center an Energy bar.... the lift off shouldn't cost any energy... but to stay afloat would slowly drain it just like a Ghost's or Banshee's cloak mechanism... so it could stay flying for a decent amount of time... but not stay up in the air forever.

I personaly think if people are in some kind of tie situation where it is a tie there should be some kind of sudden death match, like you both are put in a ring and have a fight with the same units and have the best micro win.
I was in a tie situation where I had 2 zelots and the enemy had 4 zerglings. and we both had 1 building left and I was at mine and he was at mine but he was faster so I could not kill his zerglings. And if I left for his base he would destory my buildings before I destory his.
